NRQ "speaks"

The text-to-speech engine is added to this NRQ app. This is a locale language speech synthesizer that is used in Quiz and Study modes. To hear foreign locales, the language code will need to be changed in the Android phone; Go to Settings - System Language and Input - Language and select another supported language.
